Construction works of the third phase of the railway infrastructure of the main route of Rail Baltica Rapla County on the Hagudi-Alu section

OVERVIEW OF THE HAGUDI-ALU CONSTRUCTION PROJECT
The aim of the construction of Rail Baltica is to connect Estonia to the European railway network. A section of the Hagudi–Alu main line, approximately 7 km long, will be built in Rapla County. The section includes four important facilities: two animal tunnels, one light traffic tunnel and a bog slab through the Hagudi bog.
Construction work in Rapla County has lasted for nearly 16 months and is taking place along the entire main line. The project is on schedule: large-scale work will be completed in 2026, and the entire section is scheduled for completion in the autumn of 2027, when work in the Hagudi bog will be completed.
ACHIEVEMENTS SO FAR:
• Rock excavation work has been completed.
• Most of the railway embankment has been constructed.
• Construction of maintenance and access roads has begun.
• The piles of the first section of the Hagudi bog slab have been concreted, reinforcement is underway, and piles for the following sections are being drilled.
• Construction of tunnels at the ends of the bog has begun.
• Design of the Alu light traffic tunnel is underway, construction will begin in the spring-summer of 2026.
• 7 box culverts have been completed, 9 more are under construction.
• Construction of noise barriers has begun, work is planned to be completed at the end of 2026.
PLANNED WORKS FOR 2026
• Continuation of the construction of the railway embankment and foundations.
• Construction of maintenance and access roads.
• Continuation of the construction of the bog slab in Hagudi bog.
• Construction of animal tunnels on both sides of the bog.
• Construction of 9 box culverts.
• Construction of noise barriers.
• Construction of land improvement systems.
• Installation of electrical crossings and communications.
COOPERATION WITH LOCAL RESIDENTS
We are working closely with the Hagudi Village Association. The last meeting took place in November 2025, where we introduced the current status of the work and future plans.
TRAFFIC MANAGEMENT DURING CONSTRUCTION
The transportation of materials has brought a greater than usual load on selected routes. We are constantly monitoring the condition of the roads and carrying out repair work if necessary. There will be no large transportation in the winter, the transportation of concrete and, to a lesser extent, embankment materials will continue.
In the spring and summer of 2026, the volume of transportation will increase, but will still remain smaller than in 2025.
The construction of Rail Baltica is a large-scale undertaking that will inevitably affect everyday life. We ask for your understanding and assure you that we will do everything possible to minimize disruption.
TRAFFIC SAFETY
During construction, there will be increased traffic and truck traffic in the area. We will ensure that truck drivers take local traffic needs into account. Routes will be marked and speed limits will be set if necessary to ensure safe and smooth traffic.
